Can we add cocopeat with dried cowdung manure as potting mix for growing vegetables in containers or pots.

Yes.

When you use cowdung, it is not enough if it is just dry. it should be well decomposed, dark, fluffy powder. Otherwise the plants might die as they manure decomposes it releases heat. good manure and cocopeat is a good mix.
