Tiny white insects and the leaves start curling

I have tulsi, marigold and curry leaves in my verandah. Regularly tiny little white insects start multiplying and the leaves start curling and eventually become black. Is tobacco soaked water of any use? Is soaking good enough or does it have to be boiled (smell must be high??). I read somewhere that we should add garlic to the water. As we use the curry leaves, tulsi for consumption, we dont want to use chemical pesticides. Please suggest.
