Remove the leaves that are touching the ground and keep the area near the root and stem clean for say 5". and then spray bicarb solution.Also water less as more moisture = more fungus, it is even okay to let the top soil dry a bit as the water will be available in container bottom.Sure sign for you to water will be when your rose leaves start drying.
