Usually the paint buckets with enamel paints for a thick layer that can be peeled off with no remnants on the bucket. sometimes that may not happen. use a thinner to dissolve it off. Regarding the leaching, one cannot rule it out. the only option is to ensure the paint stuff is completely removed.
