Hi Ramesh,
Broadly there are 2 types, vegetative and fruiting mix for leafy and fruiting plants respectively. You can use them outdoor with or without shadenet. Indoor is not an option.

Soil mix: compost, cocopeat and soil 1:1:1

Yes that is a good mix. Red soil is not required.

Instead of preparing the nutrient solution is it possible to use NPK fertilizers for hydroponics available online in ebay.. Will it be beneficial fr growing rose plants?

You need to pickup the right nutrient solution for flowering. With ebay, you need to be doubly sure what you buy. talk to the seller.
